The last sit-com I remember with this kind of consistent quality in story and laughs was a litte darling of the critics that lasted all of 2 seasons. It was called SPORTS NIGHT (developed by the same guy who wrote WEST WING) and if you never saw it,well that comes as no suprise. The reason I reference SPORTS NIGHT is because I see A LOT of similarities in that show and Scrubs.
